Shadow fleet
Last updated:
The shadow fleet comprises vessels with opaque ownership structures, flag changes or switched-off AIS transponders used to circumvent sanctions, for example when transporting Russian oil. Am I Compliant screens vessels (name, IMO number) and operators against official sanctions lists and provides the result as an audit-proof PDF with a verification URL.
Who needs to carry out screening?
Shipping companies, shippers, charterers, consignees and traders involved in maritime transport. Sanctions and the making-available prohibition apply regardless of company size and include affiliated companies with ownership of 50 percent or more.
What does Am I Compliant provide?
Enter the vessel name or IMO number and its operator. Screening against official sanctions lists, including the EU consolidated list and OFAC, produces a traffic-light result. The output is an audit-proof PDF with a verification URL.
What are the penalties for a violation?
A breach of sanctions and the making-available prohibition is a criminal offence under Section 18(1) of the German Foreign Trade Act (AWG), punishable by three months to five years in prison, or six months to ten years in particularly serious cases (Section 18(6a) AWG). Companies may additionally face a corporate fine of up to €40 million (Section 19(7) AWG). Managing directors who breach their supervisory duties face personal fines of up to €1 million (Section 130(3) of the German Administrative Offences Act, OWiG).
